Session Learning Objectives:  Participants will (be able to):
  1. Describe the structure and funding mechanisms of Medicaid, including the federal–state partnership model, and understand how federal policy actions can influence state Medicaid programs such as Connecticut’s HUSKY Health.
  2. Illustrate how changes in Medicaid funding and policy translate into downstream effects on patient access, clinical workload, and residency and fellowship training experiences.
  3. Discuss the implications of Medicaid access limitations for health equity, workforce development, and the emergence of two-tiered systems of care within academic medical centers.
  4. Identify institutional- and trainee-level strategies that can mitigate the impact of Medicaid policy changes on patient care and training programs.
